Announcement on International Solicitation for “East Sea Fairyland, Charming Fishing Port” - Conceptual Planning for Shuanglongwan Bay Area of Qushan Island
Urban Planning Society of China （the undertaker） is commissioned by People's Government of Qushan Town, Daishan County, and Daishan Natural Resources and Planning Bureau （the organizer） jointly to launch this open international solicitation activity for “East Sea Fairyland, Charming Fishing Port” - Conceptual Planning for Shuanglongwan Bay Area of Qushan Island （hereinafter referred to as “this solicitation activity”）。 The relevant matters are hereby announced as follows.
Qushan Island is located in the north-central part of Zhoushan Archipelago, Zhejiang Province. It is located at the “T”-shaped intersection of the country's North-South shipping channel and the Yangtze River Golden Waterway. It is at the forefront of the “Belt and Road” initiative and Yangtze River Economic Belt strategy. It is a strategic bridgehead for Zhejiang Province to develop its marine economy and connect with Shanghai, the sea gateway facing the Pacific Ocean, and also the core area of the outlying island area of Zhoushan Free Trade Zone （see Figure 1）。
Qushan Island is a core part of Daishan Scenic Area in Zhejiang Province, rich in humanities and natural resources, and strong island style. In recent years, Qushan Island has vigorously developed port economy, tourism economy, and fishing port economy, and strived to build “Yingzhou on the East China Sea, Free Trade Port City”. With the construction of the Zhoushan-Daishan Cross-sea Bridge, the external traffic convenience of Qushan Island will be greatly improved, and Qushan Island will usher in new development opportunities.
The Shuanglongwan Bay area of Qushan Island is one of the ten scenic spots of Qushan Island, which has representative island landscape, mountain forest scenery, pastoral style and fishing village style. Because the two main beaches in this area, Liangzhi beach and Shalong beach, look like dragons going out to the sea, it is called “Double Dragons Playing Pearl”. In recent years, the fishing houses and homestays in Shuanglongwan Bay Area have developed rapidly. However, the area currently has problems such as inaccurate development positioning, inconsistent island features, and low landscape quality, which cannot adapt to the new situation and new needs for high-quality development.
In order to innovate development ideas, scientifically determine the development positioning of Shuanglongwan Bay Area, give full play to its own advantages, promote the transformation and upgrading of the cultural tourism industry and the vigorous development of the marine economy, while improving the landscape quality of the Shuanglongwan Bay Area and promoting rural revitalization, it is planned to organize this international solicitation activity. Through this solicitation activity, high-quality design schemes are expected to help the construction of Great Island Garden of Zhejiang Province, and adapt to the new situation and changes of Qushan Island and the new needs of high-quality development.

This solicitation activity sincerely invites planning and design institutions with excellent levels and rich experience to participate, to plan for the future development of the Shuanglongwan Bay Area of Qushan Island with forward-looking, innovative design concepts and international visions. On the basis of scientifically protecting the abundant natural and human resources such as mountains, seas, fields, forests, and fishing villages in the area, to seek new ideas and energy, explore the path of transformation and upgrading development, and shape a well-known domestic island tourism destination with typical regional characteristics and core competitiveness to meet future high-quality development needs.
This international solicitation is divided into two levels: the planning research for Qushan Main Island, and the conceptual planning for Shuanglongwan Bay Area （see Figure 2）。

（1） Planning Research for Qushan Main Island
In order to better think about the overall planning of Shuanglongwan Bay Area in a larger scale, the research should focus on the tourism industry and related content of Qushan Island. The research scope is 61.8 square kilometres across the island.
（2） Conceptual Planning for Shuanglongwan Bay Area
Based on the research for the whole area of Qushan Island, the Shuanglongwan Bay Area will be the key planning area in this solicitation. The Shuanglongwan Bay Area mainly includes Liangzhi Village, Dong'ao Village, Zhangwangtao Village, Shizimen Village and related mountains, seas, forests and fields. The planning area is about 3.5 square kilometres, of which the village construction area is about 0.55 square kilometres.
（1） This activity opens application to domestic and foreign institutions that are legally registered and have design experience similar to this project. The domestic applicant institutions must have one of Grade-A qualification of urban and rural planning formulation, Grade A qualification of tourism planning and design, or Grade-A qualification of architecture and construction engineering; foreign applicant institutions must have one of the relevant qualifications of urban and rural planning, tourism planning or architecture design issued by the competent authority or relevant industry organizations of their home country or region. This project accepts application by consortium, but the members of the consortium are not allowed to apply separately on their own or form another consortium. If a foreign applicant institution consorts with a domestic applicant institution, qualification requirements for the domestic institution are the same as above. The qualification requirements of Hong Kong, Macao and Taiwan institutions shall refer to the requirements of foreign applicant institutions. Applications by individuals or groups of individuals will not be accepted.
（2） The professionals involved in this project must be the current registered staff of the applicant institution; the chief designer must have experience in directing several similar projects and must participate in the whole process of the competition activity. The project team shall be fully equipped with all professional types of work. The professional team of the foreign applicant institution should include at least one member who is proficient in Chinese to ensure the accurate understanding of the regional background and relevant requirements.
（3） The applicant institution shall provide complete prequalification application materials in accordance with the requirements of the Prequalification Document.
（4） In addition to the above terms, when the competition organizer raises reasonable requests, the applicant institution shall continue to provide supplementary certification documents that meet the corresponding requirements.
This solicitation activity is divided into two stages, namely “scheme formulation” and “follow-up scheme optimization”.
Scheme formulation stage: Three applicant institutions will be selected to participate in the scheme formulation stage through pre-qualification review. After submitting valid application documents, the jury committee will review and select one winning scheme.
Follow-up scheme optimization stage: the winning applicant institution shall optimize and develop the scheme according to the opinions of the jury committee and the organizer, absorb the advantages of other schemes, and form a deliverable that is consistent with reality, advanced in concept, and complete in content.
Ⅵ.Fees and Awards
After the applicant institutions submit valid application documents in accordance with the requirements of the Solicitation Document, the jury committee will review and determine the ranking of schemes, and the first scheme will be the winning scheme. For the scheme formulation stage, the organizer will pay the winning applicant institution a bonus of RMB 1.2 million （including tax）； pay the second applicant institution a compensation fee of RMB 1.0 million （including tax）； pay the third applicant institution a compensation fee of RMB 0.8 million （including tax）。
The winning applicant institution will be given priority to get the qualification of integrating schemes in the follow-up scheme optimization stage. Another design contract will be signed after negotiations with the organizer; the contract amount is RMB 0.7 million （including tax）。
It is planned to determine the shortlist of applicant institutions in late January 2021; to hold the project release conference and organize the site survey in early March 2021. The chief designer and other team members of the applicant institutions are required to attend the conference. The design period of the scheme formulation stage is about 90 calendar days.
Any applicant who intends to participate in this solicitation activity shall register first. After downloading the application form （Appendix 1） and completing the application information, the applicant shall send it to the designated email address email@example.com. After receiving the application form, the undertaker will reply with the Prequalification Document and other related documents by email.
Prequalification application documents shall be made in strict accordance with relevant requirements, and can be submitted by on-site submission or express delivery. Due to the special circumstances of the epidemic, if submit by express delivery, please reserve enough time for the express transportation; a letter of authorization by the legal representative shall be presented if submit on site.
Submission time and place for the prequalification application documents: The applicant institutions should submit the printed prequalification application documents to the designated address before 16:00 on January 18, 2021, and send all electronic prequalification application documents to the designated email address （firstname.lastname@example.org）。 The submission address for the printed documents is as follows: Urban Planning Society of China, North Annex Building of Ministry of Housing and Urban-Rural Development, No.9 Sanlihe Road, Haidian District, Beijing, China, Miss Zhang （the addressee）， 010-58323854. The time for submission is 09:00-16:00 on working days. Prequalification application documents that are overdue or do not meet the requirements will not be accepted.
Announcement of prequalification result: The selecting result of shortlisted applicant institutions will be announced within 15 days after the deadline for submission of prequalification application documents.
