根据中共中央、国务院关于《河北雄安新区规划纲要》（以下简称《纲要》）和《河北雄安新区总体规划（2018--2035年）》（以下简称《总体规划》）的批复精神和规划内容，坚持世界眼光、国际标准、中国特色、高点定位，高起点规划、高标准建设雄安新区，创造“雄安质量”和成为推动高质量发展的全国样板，按照高起点规划、高标准建设雄安新区的要求，为塑造新时代城市特色风貌，打造特色小城镇建设的典范，支撑特色小城镇控制性详细规划的编制，现组织开展河北雄安新区龙化特色小城镇城市设计方案征集活动，公开邀请具有相关规划与景观设计经验的设计机构前来申请应征，提交资格预审申请文件。通过资格预审选取3个应征人参加征集活动，并提交应征设计成果。

Following the spirit and planning contents of the Approval of Guideline for Planning of the Xiongan New Area in Hebei Province （hereinafter referred to as Outline） and Overall Planning of the Xiongan New Area in Hebei Province （2018--2035） （hereinafter referred to as Overall Planning） by the Central Committee of the Communist Party of China and the State Council, we shall construct Xiongan New Area with the world vision, international standards, Chinese characteristics and high goal, as well as high starting point planning and high standard, create “Xiongan Quality” and turn it into the national model for high-quality development. In accordance with the requirements of constructing Xiongan New Area with high starting point planning and high standard, the Solicitation of Proposals for the Urban Design of Longhua Featured Town of the Xiongan New Area in Hebei Province shall be organized to facilitate shaping its distinctive urban styles and features in the new era and creating a model of urban construction, as well as the compilation of regulatory detailed planning for the featured town, which will be open for proposals and designed to invite design institutions with related planning and landscape design experience, which shall submit the pre-qualification application document. The Sponsor will select three final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

Positioning of Project: to integrate the essence from China and the West, focus on the Chinese features and combine the modernity and the ancient features, carry forward the excellent Chinese traditional cultures, retain the gene of Chinese culture, highlight the regional cultural characteristics and create an exemplary model of the Chinese nation, the scenery of the Baiyang Lake and the distinctive features of the city; to intensify the efforts for building ecological environment, green, resilient and safe municipal infrastructure, so as to give great modern style to a habitable city that is also suitable for working and living; to solve the ecological environment close to Baiyang Lake and main canal river system organizations, satisfy the requirements of flood prevention and drain flooded fields, realize the organic integration of town and lake landscape, create a picture of water land in North China and realize the co-existence and co-prosperity of both the city and Baiyang Lake; to create a comfortable living environment that integrates urban and rural areas, and promote their integrative development.

设计范围和设计深度：

Scope and depth of design:

一是区域研究范围，北至白洋淀堤线津石高速，西临白洋淀堤线，东至刘李庄森林斑块，南至新区边界，面积约54.0平方公里。需达到城市设计概念规划深度。

First of all, it is the scope of regional research. From Tianjin-Shijiazhuang Expressway of Baiyang Lake Embankment in the north, Baiyang Lake Embankment in the west, Forest Patch of Liulizhuang in the east to New District Border in the south, its area is around 54.0 square kilometers. It has to meet the conceptual planning depth of urban design.

二是小镇城市设计范围，西至白洋淀堤线，北至环淀绿化带及基本农田，东至新区骨干道路，南至环淀绿化带，面积约为2平方公里。需达到修建性详细规划城市设计深度。

Second, it is the designed scope of town city. From Baiyang Lake Embankment in the west, circum-Baiyang greenbelt and basic farmland in the north, backbone road in the New District in the east and circum-Baiyang greenbelt in the south, its area is around two square kilometers. It has to meet the urban design depth of site plan.

征集设计周期：征集阶段设计周期约八周，2019年4月16日发出河北雄安新区龙化特色小城镇城市设计方案征集的征集文件，应征人开始设计工作，2019年4月18日主办单位组织项目情况介绍会和现场踏勘，届时应征人的首席规划师和首席景观设计师应当出席。

Time for Solicitation of Design Proposals: the solicitation time for design proposals is about eight weeks. On April 16, 2019, the solicitation documents for the urban design proposals of Longhua Featured Town of Xiongan New Area in Hebei Province will be issued and the Participants will begin the design work. On April 18, 2019, the Sponsor will organize the project briefing and on-site reconnaissance. At that time, the chief planners and chief landscape designers of the Participants should attend the meeting.

4. 应征申请人的资格

4. Eligibility and Qualifications of Applicants

4.1应征申请人应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体。

4.1 The Applicant shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws.

4.2中华人民共和国境内的规划或设计机构须具有城乡规划编制甲级资质。

4.2 The planning or design agencies within the territory of the People's Republic of China shall have a Grade A qualification for urban and rural planning.

4.3 The planning or design agencies outside China shall have the corresponding qualifications for urban planning or architectural design issued by the respective host country. The planning or design agencies outside China must apply in conjunction with planning and design institutions in China that have Grade A qualifications for urban and rural planning.

4.4应征申请人应有与本项目的功能性质相类似的规划与景观设计经验。

4.4 Applicants should have experience in planning and landscape design similar to the functional nature of this project.

4.5本项目接受联合体应征。

4.5 This project accepts the application of the joint applicants （consortium）。

4.5.1 联合体的各成员应共同签署一份联合体协议。

4.5.2联合体各成员均应当具备相应的资质或资格条件。

有意向参加征集的应征申请人需先在代理机构进行报名登记，应征报名表和资格预审文件可在北京科技园拍卖招标有限公司网站（www.bkpmzb.com）下载，报名表填写后请以Word版本和PDF版本Email到邮箱xionganud@vip.163.com或递交至代理机构，代理机构收到报名表后，再将资格预审文件的下载密码发送给应征申请人，应征申请人应按资格预审文件的要求提交书面资格预审申请文件（以下简称“申请文件”）。

Applicants who intend to participate in the solicitation for design proposals must first register with the agency. 6. 资格预审申请文件的递交

应征申请人按资格预审文件的要求填写、准备好资格预审申请文件后，在应征资格预审申请文件递交截止时间2019年4月14日上午9时00分之前递交至征集代理机构。主办单位和代理机构拒绝接收逾期送达或未送至指定地点的资格预审申请文件。

After applicants fill in the prequalification application documents according to the requirements, they should submit them to the Agency before the deadline of submission of the prequalification application documents by 9:00 AM on April 14, 2019. The Sponsor and Agency will refuse to accept prequalification application documents that are submitted or delivered to the designated site overdue.

本公告在中国招标投标公共服务平台（cebpubservice.com）、中国政府采购网（www.ccgp.gov.cn）、雄安新区官网“中国雄安”（www.xiongan.gov.cn）、中国城市规划网（www.planning.org.cn）、北京科技园拍卖招标有限公司网站（www.bkpmzb.com）同时发布。本公告的修改、补充以在上述网站媒体发布的内容为准。

The Announcement on Solicitation will be released on www.cebpubservice.com（China Tendering and Bidding Public Service Platform）， www.ccgp.gov.cn （website of Chinese government procurement）， www.xiongan.gov.cn （official website of Xiongan New Area） www.planning.org.cn （website of Urban Planning Society of China）， and www.bkpmzb.com （website of Beijing Science Park Auction & Tender Co., Ltd.） at the same time. The amendment and supplement of the Announcement shall be subject to the contents released via the websites aforementioned.

8.1 知识产权

8.1 Intellectual Property

8.1.1本次城市设计征集中接收的所有有效的应征设计成果均不退回。

8.1.1 All valid Design Proposals received in this solicitation for urban designs will not be returned.

8.1.2应征人对应征设计成果享有署名权，经主办单位许可后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征设计成果。

8.1.2 The Participants shall have the right of authorship for the corresponding Design Proposals and can display the works through the media, professional magazines, books or other forms after the permission of the Sponsor.

8.1.3主办单位/项目建设单位有权在本项目的规划和城市设计中使用应征设计成果，主办单位/项目建设单位还可对所有应征成果印刷、出版和展览，可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征设计成果。

8.1.3 The Sponsor/project construction units have the right to use the Design Proposals in the planning and urban design of the project. The Sponsor/project construction units may also print, publish and display all the Design Proposals, and can display and publicize the design results through media, professional magazines, books or other forms.

8.1.4主办单位/项目建设单位以及应征人均不得将应征设计成果用于本项目以外的任何项目。

8.1.4 The Sponsor/project construction units and the Participants shall not apply the Design Proposals to any project other than this project.

8.2 应征设计补偿金

8.2 Compensation for Designs in the Solicitation

主办单位将向按征集文件的要求在规定的时间内提交了有效应征文件的应征人支付应征设计补偿金，金额为人民币100万元（含税），但对于未按规定时间提交应征文件或其应征文件按规定不被接受或被取消应征资格的应征人将不支付补偿金。

The Sponsor will pay compensation amounting one million RMB （including tax） for the designs in the solicitation to Participants who have submitted the valid Response Proposals（including the Design Proposals） within the stipulated time as required by the solicitation documents, but no compensation will be paid for Participants who have failed to submit the Response Proposals at the required time or whose Response Proposals are not accepted or disqualified according to the requirements.

8.3 优胜设计方案的评选和后续设计工作

主办单位将设立专门的优胜设计方案评审委员会对应征人提交的设计方案进行评审，选出一个优胜设计方案。

The Sponsor will set up a special winning Design Proposal review committee to review the design proposals submitted by the Participants and select a Winning Design Proposal.

8.3.2 后续设计工作

8.3.2 Follow-up Design Work

获得优胜设计方案奖的应征人将被授予本规划区的城市设计方案深化和规划编制的合同，合同金额控制在540万以内。

Participant who has won the Winning Design Proposal n Award will be awarded a contract for further urban design and urban planning of the planning area, and the contract amount will be controlled within 5.4 million RMB.

8.3.3补偿金以人民币支付。

8.3.3 Compensation is paid in Chinese yuan （RMB）。

8.4适用法律

8.4 Governing Laws

本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

8.5语言

8.5 Languages

本次征集活动使用的语言为中文和英文，在中文、英文两种语言的意思表达不一致时，应以中文为准。

The languages used in the solicitation shall be both Chinese and English. In the event of any discrepancy, Chinese shall prevail.

8.6解释权

8.6 Power of Interpretation

本次征集活动的最终解释权归主办单位/项目建设单位。

The Sponsor and project constructor reserve the power of final interpretation in view of the solicitation.
