The 10th “21st Century Urban Development” International Conference

城乡文化遗产是镌刻在中华大地上的显性文明成果。在华夏文明进程中，这些星罗棋布的城市与乡村作为人类生产生活的居集地，是中华民族精神生生不息的根脉。“走向区域”是城乡文化遗产整体保护的趋势，也是在国土空间背景下城乡建设发展的要求。

Urban and rural cultural heritage is the manifestation of the Chinese civilization, engraved on the land of China. During the development of the Chinese civilization, the scattering cities and villages have served as the settlements for people’s livelihood, and thus the unbroken root of the national spirit of China. “Towards Region” is the current trend in the field of integrated urban and rural cultural heritage conservation, and is also the requisite of urban and rural construction in the era of territorial spatial planning.

2018年10月，中共中央办公厅、国务院办公厅印发《关于加强文物保护利用改革的若干意见》，提出构建中华文明标识体系，推动区域性文物资源整合和集中连片保护利用；2021年3月，自然资源部、国家文物局印发《在国土空间规划编制和实施中加强历史文化遗产保护管理的指导意见》，提出在国土空间中明确区域整体保护和活化利用的空间管控要求；2021年8月，中办国办印发《关于在城乡建设中加强历史文化保护传承的意见》，进一步明确了城乡历史文化保护传承体系的顶层设计，形成了《全国城乡历史文化保护传承体系规划纲要》（2022），标志着我国文化遗产从点状文物资源转变为区域历史文化空间的保护。

In October 2018, the General Office of the CPC Central Committee and the General Office of the State Council released “Opinions on Strengthening the Reform of the Preservation and Utilization of Cultural Relics”, proposing to build the Chinese civilization identification system and to encourage the congregation of regional heritage resources and overall preservation. In March 2021, the Ministry of Natural Resources and the National Cultural Heritage Administration issued the “Guideline on Strengthening the Conservation and Management of Historical and Cultural Heritage in the Preparation and Implementation of Territorial Spatial Planning”, proposing to clarify the spatial control requirements for the overall preservation and revitalization of the cultural heritages in territorial space; In August 2021, the General Office of the CPC Central Committee and the General Office of the State Council issued the “Opinions on Strengthening the Conservation and Inheritance of Historical Culture in Urban and Rural Construction”, which further defined the top-level design of the urban and rural historical and cultural protection and inheritance system; resulted in the “Outline of the National Plan for the Preservation and Inheritance System of Urban and Rural Historical and Cultural Heritage”. It could be regarded as a benchmark of turning point of China’s heritage conservation transforming from site-based heritage to region-based historical and cultural heritage.

新形势下，城乡文化遗产保护理论与方法在实践中都面临多方面的挑战。一方面，在中华文明五千年的历史尺度中，保护对象在不断扩充，提出了更新的保护要求；另一方面，在不同层次的国土空间尺度内，保护方法在不断创新，提出了更高的传承要求。会议以“走向区域的城乡文化遗产保护”为主题，从理论探索、整体保护、体系建构、文旅融合、实践经验等方面，展开学术交流。

Under the new circumstances, the theory and methods of urban and rural cultural heritage conservation are facing multiple challenges in practice. On the one hand, in light of China’s five-thousand-year history, the number of subjects waiting for conservation continue to expand which indicates increasing conservation demand. On the other hand, on different territorial spatial scales, conservation methods are constantly innovated, which indicates the necessity of higher requirements for inheritance. The theme of this conference is “Towards Regional Preservation of Urban and Rural Cultural Heritage”. It aims to encourage academic exchanges in theory framing, integrated protection, conservation system construction, culture-tourism integration, and conservation practices.

第十届“21世纪城市发展”国际会议将邀请国内外文化遗产保护规划、管理、传承与利用等多领域知名专家与学者发表学术演讲，遴选优秀论文作者宣读学术论文。我们期待各位参会者各抒己见、畅所欲言，共同推进区域性城乡历史文化保护理论与实践发展！

The 10th “21st Century Urban Development” International Conference will invite renowned experts and scholars from various fields such as cultural heritage conservation, management, inheritance, and utilization, to give academic speeches. The conference will select outstanding papers and invite their authors to present their works in-person. We look forward to the presentation from all participants, and, together, we look forward to promoting the development of the theory and practice of regional urban and rural historical and cultural heritage conservation.

Conference paper submission

欢迎有关各方专家、学者、政府管理人员，围绕会议议题撰写论文；同时欢迎在校学生积极参与。会议学术委员会将对提交的论文进行评选，入选论文将结集出版，优秀论文同时在分会场进行分享交流。论文需要使用在Windows系统下的Word撰写，论文的排版格式请严格按照附件的示例word格式进行安排。在论文中，作者需要提供论文题目、作者姓名和工作/学习单位、通讯地址、联系电话、email等）等信息。

论文请提交至：21ccity@mail.hust.edu.cn.

The conference warmly welcomes paper contribution from scholars, experts, and government administrative staff et al. Papers by students from universities are also greatly encouraged. All the submitted papers will be peer-reviewed by the academic committee and those accepted papers will be published as conference proceedings. Authors with papers rated as excellence will be invited to present their work on the conference. Papers should be in a Word document suitable for Windows PC, submitted in electronic form, and submitted to: 21ccity@mail.hust.edu.cn.
